first_imgMONTREAL — Jury selection is underway at the trial of a Quebec man charged with killing his ailing wife.Michel Cadotte’s second-degree murder trial opened today with the judge addressing prospective jurors.Cadotte was charged following the Feb. 20, 2017 death of Jocelyne Lizotte. Lizotte was found dead at a long-term care facility in Montreal where she was being treated for Alzheimer’s disease.Cadotte has pleaded not guilty.Justice Helene Di Salvo says the trial is expected to last between six and seven weeks. Testimony will begin once the jury is selected. Haisla Nation to benefit from tugboat contract associated with LNG pipeline

first_imgLee WilsonAPTN NewsA joint venture between the Haisla Nation and a major British Columbia tugboat company will soon oversee a fleet of tugboats that will escort ships carrying liquid natural gas from a huge processing facility in Kitimat.Last month the Haisla Nation and Seaspan ULC announced their partnership HaiSea Marine’s contract with LNG Canada to “design, build and operate escort tugs and harbour tugs required for LNG Canada’s LNGexport facility in Kitimat,” according to an Aug. 27 news release.The contract is worth approximately $500 million over 12 years and will create around 76 jobs.Haisla councillors Crystal Smith and Kevin Stewart say the contract will provide economic opportunities.“It brings a lot of job opportunities for our nation,” said Stewart. “We are ocean people, so this will be a good capture working on the water with HaiSea and Seaspan.”The Haisla say they will use revenues for employment training. Seaspan will be hiring 70 new workers and currently have four Haisla employed.The Kitimat LNG project is one of the biggest in Canada.Gas from the northeastern B.C. will be transported through a 471-kilometre pipeline to the liquefaction facility near Kitimat.From there ships will take the gas to Asian markets.Smith said she hopes the contract will provide economic stability for her members.“Some of our goals as a Nation is to have as many Haisla members employment for [the] long term,” she said.“Our next step would be to implement the planned training that ensures that our members are the ones out on the water protected our coast.”lwilson@aptn.calast_img read more

Macron to Reduce Number of MPs and Revive European Union

By Rachel PolingRabat – French President Emmanuel Macron addressed parliament on Monday, announcing plans to reduce the number of members in Parliament, lift France’s State of Emergency, reform the labor union, and revive the European Union.At the Palace of Versailles, Macron spoke to both houses in a State of the Union-style address. In a ninety-minute speech, Macron reviewed the program he will follow during the five years of his presidency. Macron stated his intention to reduce the number of lawmakers in the French parliament by a third, saying this reduction would allow the parliament to become stronger and more efficient.The French president also vowed to lift the State of Emergency currently placed in France by fall of 2017. Since the Paris terrorist attack in 2015, France has extended its State of Emergency five times. Macron said that his government “will work to prevent any new attack, and will fight without pity, without regrets, without weakness.” He also pledged that French military forces would continue to fight against terrorism in Iraq and Syria.In reference to his campaign promises, Macron assured parliament that he would continue to work towards labor reforms as well as work to revive the European Union. However, he warned lawmakers that if they do not move fast enough to pass his reforms, he will call for a referendum.Macron received an overwhelming amount of criticism after delivering his speech on Monday, with far-left members of parliament calling his reign a “presidential monarchy. ”Prior to Macron’s speech, the far-left Socialist Jean-Luc Mélenchon encouraged lawmakers to boycott the event altogether.Leftist parties, like Le France Insoumise announced they were prepared to fight against his plans for labor reforms.  Macron’s reforms aim to create more flexible labor regulations, but unions and leftist parties in opposition instead favor a stronger labor union.Moreover, after Macron’s party Le République en Marche won the majority in parliament in June, many began to fear that Macron was in fact securing too much power and protested the speech due to it monarchial nature.While French presidents have addressed parliament at Versailles in the past, Mélenchon denounced Macron for holding his speech at the palace, saying the choice of venue was ostentatious and inappropriate. In response to Macron’s speech, Mélenchon stated “[Macron] is becoming intoxicated by his omnipotence.”Both the location and the general tone of the address have created a seemingly aristocratic image of Macron. Myanmars human rights situation has regressed UN expert

Presenting his report to the UN General Assembly’s Social, Humanitarian and Cultural Committee, Paulo Sergio Pinheiro said he had gathered prima facie evidence that a violent incident at Depayin in May that led to many arrests could not have happened without the connivance of state agents.Accounts given by the Government and the opposition National League for Democracy (NLD) have been contradictory.NLD witnesses have called the 30 May violence a government ambush. A Myanmar representative told the Committee today that the incident had taken the government completely by surprise and that if the NLD had travelled under proper security arrangements, the incident would not have taken place.Mr. Pinheiro said he had conducted interviews with victims and witnesses, including the NLD leader, Nobel Peace Laureate Daw Aung San Suu Kyi, and with the authorities.”What happened at Depayin has deep political implications and constitutes a regression in the area of human rights,” he said.Mr. Pinheiro called for the unconditional release of all who had been detained or put under house arrest, a thorough and transparent investigation into the incident and compensation to those who were injured and to the families of those who were killed.He said he received reports that 109 of the 153 people arrested in connection with Depayin had been released, but then he was told that another 250 people had been arrested since.The authorities at all levels agreed with his proposals for incorporating human rights and freedoms from the early stages of the transition from a military government to a civilian one, but none of the recommendations had been implemented yet.He later told a press briefing that he wanted to emphasize the word “yet.”While Daw Aung San Suu Kyi was no longer being detained under “security legislation,” her telephone was still cut off and the same security arrangements as before remained in place, Mr. Pinheiro said.He told journalists that one of the arguments he made to the authorities for getting telephone service for the detainees restored was that they were elderly and should be able to call for help in health emergencies. One murder 112 assaults allegedly by people out on bail this year

first_imgNEW FIGURES SHED light on the number and type of crimes carried out by people out on bail this year, and over the past 10 years.The figures, made public by TD Bernard Durkan through a parliamentary question, show that there was one murder allegedly carried out by a person on bail from January to June this year, down from 11 the previous year. In 2007, there was a high of 14 murders carried out by people on bail.The numbers also show a decrease so far this year in the number of assaults causing harm suspected to have been carried out by a person on bail, with 112 up to June 2013 and 379 last year.There were 10 people in 2013 found driving or in charge of a vehicle under the influence of drugs, while on bail. Meanwhile, 124 were found to be over the legal alcohol limit while driving.Last year, 11 people on bail were suspected of sexual assault, with six people being suspected of this crime up to June this year.There were 2,654 thefts from shops by people out on bail last year – this number stood at 1,429 from January up to June of this year.When it comes to drug offences, for the first half of this year 245 people out on bail were suspected of possession of drugs for sale or supply, with 458 being suspected of possessing drugs for personal use.In total, 10,397 people from January – June of this year have been accused of carrying out crimes while on bail. The FDA’s Center for Devices and Radiological Health (CDRH) and Center for Biologics Evaluation and Research (CBER) is raising concerns about possible effects these events may have on medical devices, electronic products and device components intended for the U.S. market At this time, neither CDRH nor CBER has been notified of any defective product or serious adverse events associated with the use of a device related to this disaster.However, given the extent of the devastation, CDRH and CBER have concerns about manufacturing conditions as a result of the earthquake and tsunami that could impact the safety and effectiveness of medical devices exported from Japan, intended for import into the United States. Their concerns include, but are not limited to, the potential for:• Radioactive contamination of devices and/or device components, particularly those derived from animals, such as bovine serum albumin. Contamination in products can occur through uptake of radioisotopes from water or soil to animals through feed. Also, there is the potential for radioactively contaminated device implants to act as reservoirs for internal radiation exposure of patients,• Contaminated water supply that could result in defective products that fail to meet device specifications,• Loss of electrical power, a source of disruption in the manufacturing process, which directly impacts all components/ devices, specifically those that require refrigeration or temperature controls, such as tissue-based devices,• Compromise in sterile products during or after production, including stored finished product, • Compromise in the reliability of product performance (e.g., electrical connectors, microprocessors, alarms, sensors),• Damaged and/or disrupted medical device manufacturing facilities in the affected and surrounding region may result in a shortage of components and/or finished devices.CDRH and CBER are reminding manufacturers of finished devices that they must assure that their products comply with FDA regulations. In addition, the FDA requests that all manufacturers of components and unfinished devices do the same. Specifically, it is urging all device manufacturers and initial distributors of medical devices to take increased precautions to provide reasonable assurance of the safety and effectiveness of their devices as described in Title 21, Code of Federal Regulations (CFR), Part 820. Such actions might include increased sampling and enhanced testing of incoming raw materials and components, as well as of finished diagnostic and other medical devices prior to product release. Similarly, 21 CFR 1010.2(c) requires that electronic product certification be based on either a particular performance standard (21 CFR Part 1020) or on good manufacturing practices. Such practices would include the evaluation of raw materials and components as well as the finished product.CDRH and CBER recommend that electronic product and medical device component manufacturers, finished electronic product and device manufacturers, and initial distributors of electronic product and devices, intended for U.S. market immediately take the following precautions:• Assess incoming products and supplies to ensure that the product conforms to the vendor’s specifications and quality requirements.• Closely monitor purchasing and acceptance activities including inspections, sampling, and testing. Carefully check all products for contamination or compromise, including device integrity such as cracks, breech in sterility, filth, defective equipment, or package integrity (dampness, water residue, mold, unpleasant odors, discoloration, or unreadable labels).• Check all power cords and batteries and electric monitoring devices to make sure that they are not damaged by water.Some products, components, and other materials used in the manufacture of a medical device require a temperature-controlled environment (e.g. refrigeration). For these items the FDA recommends the following precautions:• If a vendor is not sure the product is safe, run quality control checks. This applies to all products including disinfectants and sterilants, dental products (e.g., bone filing materials), intra-ocular lenses that require refrigeration, blood grouping reagents, in-vitro diagnostics (e.g. HIV-1/enzyme immuno assay) and other such products.• Heighten assessment of all animal-derived products (e.g., raw heparin) and other raw materials prior to finished device production.• When possible, screen and assess the potential risk to safety associated with unfinished and finished products.If a vendor has a pending purchase order for components, parts or finished electronic products or devices from the affected areas of Japan, the FDA suggest the following steps:• Ensure that the manufacturer/supplier in Japan is operational.• Ensure that pending device orders comply with the quality system regulation if you intend to market the device in the United States.• If the product or device was manufactured or stored in a location that was flooded, check the product for signs of water damage or exposure to water.• If the product or device was manufactured in a location that was flooded for a short period of time, the location’s water treatment system might have been contaminated. Determine if the municipal water supply was acceptable or that the affected firm used filtration, deionization, reverse osmosis, etc., to treat water during the manufacturing process. If the municipal water supply or the water treatment system was contaminated, it is practically impossible to manufacture acceptable product.• If the manufacturer indicates that the water supply is acceptable, obtain documented evidence as verification. • Determine if the manufacturer has an adequate restart procedure addressing one or more power outages during production.• Determine the disposition of components or devices that were in production during the time of blackouts, especially devices undergoing sterilization.• If a product or device was reworked, assure that the firm has adequate standard operating procedures for this process.• If you label a device with a shelf life, determine if the declared shelf life will be compromised.• If a device is intended to be sterile, validate the effects of re-sterilization on the finished product.To determine the potential impact of the earthquake and tsunami on the supply of medical devices distributed in the United Stated, CDRH and CBER suggest the following:• Evaluate the immediate and long term potential for shortages of parts, ingredients, components, and finished devices. Especially, unique products such as tubing, software, circuit boards, etc., that is currently manufactured by a sole supplier. If a shortage is anticipated, will it affect life-sustaining devices, as those used in dialysis or infusion pumps? If so, notify customers immediately.• If the primary supplier is not operational, or is currently unable to meet your specifications for any reason, you may want to identify, qualify, and validate a secondary source of components or finished devices.If a vendor determines there is a need for an alternate supplier for its parts, ingredients, components or finished devices, evaluate the need for a premarket approval application supplement, 21 CFR 814.39, or a new premarket notification [510(k)], 21 CFR 807.81. To determine if the alternate supplier is required to register and list, please review 21 CFR, Part 807, Subpart B, Procedures for Device Establishments, to ensure that the supplier is in conformance with these requirements.
